Foster parenting is demanding. A child in care may arrive with significant trauma history, complex behavioral or medical needs, and a grief response that manifests in exhausting ways. Primary foster parents need breaks — and when those breaks aren't available, placements are more likely to disrupt. Placement disruptions are one of the worst outcomes in the system for children who have already experienced profound instability.

Respite foster care exists to solve this problem. Respite providers give primary foster families planned or emergency breaks, typically ranging from a weekend to a few weeks, while keeping the child in a safe, licensed home.

What Respite Foster Care Is in Virginia

Virginia regulations define respite care as short-term, temporary care provided by a licensed home to a child who is already placed in another foster home. The child stays with the respite provider for a limited period while the primary foster family takes a scheduled break, deals with a family emergency, or recovers from an illness.

Respite providers are not responsible for the child's long-term case management, court appearances, or permanency planning. Their role is straightforward: provide safe, stable, caring supervision for a defined period.

Typical respite situations include:

  • A weekend or holiday break for the primary family
  • A few days or weeks while the primary family handles a medical situation
  • Emergency coverage when a primary family has an unexpected crisis

How Respite Licensing Works in Virginia

Respite foster parents in Virginia must be licensed, just like primary foster parents. The same eligibility requirements apply:

  • Minimum age of 21
  • Legal U.S. residency
  • Virginia residency
  • Financial self-sufficiency (independent of any foster care payments)
  • Physical health clearance for all adult household members
  • Background checks: VSP criminal record, FBI fingerprints, Child Abuse Central Registry, Sex Offender Registry
  • Home safety inspection meeting 22 VAC 40-141 standards

The key difference is the scope of the license. A respite-only license approves the home for short-term, temporary care — not long-term or primary placements. This makes respite licensing somewhat narrower in focus, but it does not mean it's faster or easier to obtain. The background check requirements and home inspection standards are identical.

Pre-service training is still required. Under Virginia's current NTDC curriculum (which replaced PRIDE in October 2025), prospective respite providers complete the same approximately 27–30 hours of pre-service training as primary foster parents. Some agencies may adapt delivery or pacing for respite-specific applicants, but the curriculum requirements don't disappear.

Why Some Families Choose Respite Licensing First

For people who are interested in fostering but aren't ready to commit to long-term placements, respite licensing offers a genuine on-ramp. The advantages:

Lower intensity commitment. You're providing care for days or weeks, not months or years. The emotional weight of a child's long-term permanency journey is held by the primary family and the agency, not you.

Exposure to the reality of fostering. Experiencing what it's actually like to have a child in care — the behavioral dynamics, the supervision requirements, the emotional unpredictability — gives you concrete information before deciding to pursue a full foster care license.

Real contribution while you build capacity. Respite shortages affect foster families across Virginia. Even if you're not ready to be a primary foster parent, becoming a respite provider fills a genuine need in the system and keeps experienced primary families from burning out.

The Practical Realities

Respite care is not babysitting. Children placed in foster care have experienced removal from their family — an inherently traumatic event — and may be managing anxiety, attachment disruption, grief, or behavioral dysregulation. A child placed for a weekend respite may be on medication, may have therapeutic appointments, or may require specific supervision protocols.

Before accepting a respite placement, you'll receive information about the child from the primary foster family or caseworker. Virginia's Foster Parent Bill of Rights (§ 63.2-912.1) requires that you receive background, medical, and behavioral information prior to or at the time of placement. Ask for it if it's not offered.

Respite providers are compensated by the agency or LDSS. The specific rate varies, but it is based on the child's age and needs — the same framework that governs primary foster care maintenance payments.

Becoming Both a Respite and Primary Provider

Nothing prevents a family from being licensed for both respite and primary placements. Many families start with respite placements before accepting their first primary placement, using the period of respite care to demonstrate capacity and build a working relationship with their local department or CPA.

If you begin the process with respite in mind but later decide to expand to primary placements, your existing license and training records form the foundation. The transition doesn't require starting over.

Contact your local LDSS or a private Child-Placing Agency operating in your area. Let them know you're interested in respite care specifically. They can explain their current respite capacity needs, training schedule, and the typical timeline for respite-focused applicants.
