Quebec's adoption system is not centralized in one provincial office. The Direction de la protection de la jeunesse (DPJ) operates through a network of regional health and social services centres — the CISSS (Centre intégré de santé et de services sociaux) and CIUSSS (Centre intégré universitaire de santé et de services sociaux). The adoption services you access, the social worker assigned to your file, and the typical wait time for a psychosocial evaluation all depend on which region you live in.

For families outside the Montreal core — particularly those in the Outaouais, Montérégie, and Laurentides — navigating this regional structure is one of the first practical challenges of the process. Your region determines which CISSS office you contact, which DPJ unit handles your file, and sometimes even how long you wait.

How the Regional Structure Works

Each CISSS or CIUSSS in Quebec is responsible for delivering all health and social services in its territory, including child welfare and adoption. Within each CISSS, the DPJ (Direction de la protection de la jeunesse) manages the adoption bank and oversees the psychosocial evaluation process for domestic adoption.

This means the adoption process is identical in legal terms across the province — the same Code civil du Québec, the same court process in the Youth Division, the same eligibility requirements — but the administrative experience varies substantially by region. Waitlists for psychosocial evaluations range from 6 months in some areas to 18 months or more in others. English-language services are more consistently available in Montreal than in outlying regions.

Adoption Services in the Outaouais

The Outaouais region (centred on Gatineau) is served by the CISSS de l'Outaouais. This CISSS is notable because it actually publishes adoption service information in English on its website — an exception in a landscape where most regional CISSS sites are French-only.

The CISSS de l'Outaouais handles both domestic adoption (through the DPJ) and international adoption files (in coordination with the SASIE). Their adoption services page provides an overview of the eligibility criteria and the process under the provincial framework.

Given the Outaouais region's proximity to Ontario, families there sometimes make the mistake of consulting Ontario-based adoption resources. This is legally counterproductive. Ontario operates under the common law; Outaouais families are governed by the Code civil du Québec and the Youth Protection Act (LPJ). An Ontario adoption guide will not tell you what you need to know about the Banque mixte or the déclaration d'admissibilité à l'adoption.

Adoption Services in Montérégie

Montérégie is one of the most populous regions outside Montreal Island and is served by multiple CISSS organizations, notably:

  • CISSS de la Montérégie-Est (serving Longueuil, Brossard, and the eastern Montérégie)

Montérégie families pursuing Banque mixte placement should note that the Montérégie DPJ manages one of the province's larger children-in-care populations given the region's size. Wait times for psychosocial evaluation are real but the region also tends to have a corresponding volume of children in the adoption bank.

Adoption Services in the Laurentides

The Laurentides region (north of Montreal, including Saint-Jérôme, Mont-Tremblant, and surrounding communities) is served by the CISSS des Laurentides.

This region presents a specific challenge for English-speaking families: the Laurentides has fewer English-speaking residents than the Outaouais or the Montreal area, and the CISSS des Laurentides website and services are predominantly in French. Families who are more comfortable in English may find the information sessions and psychosocial interviews more linguistically demanding than in urban centres.

One practical approach families in the Laurentides have used: request that your psychosocial evaluation be conducted in English from the outset. Social workers in the CISSS network are civil servants and are generally willing to accommodate this — it's not commonly advertised, but the request is routinely granted in regions with bilingual capacity. If your assigned caseworker cannot conduct the evaluation in English, ask to be assigned to someone who can.

Montreal's CISSS and CIUSSS Network

Montreal Island is divided among several CIUSSS organizations, each serving distinct geographic and demographic communities:

For families in the Montreal area, Batshaw is a significant resource. It is one of the few DPJ-affiliated organizations in Quebec with a dedicated English-language adoption service — including English-language information sessions and bilingual social workers throughout the evaluation process.

Quebec City Area

Quebec City has a smaller English-speaking community than Montreal, and English-language adoption services are less developed. Families in the Quebec City area who want to ensure their psychosocial evaluation is conducted in English should clarify this at the point of first contact.

What Doesn't Change by Region

Regardless of which CISSS or CIUSSS manages your file, the following elements are identical across the province:

  • The legal eligibility requirements under Articles 543–545 of the Code civil du Québec
  • The requirement for a Vulnerable Sector Check, medical report, and financial documentation
  • The 30-day biological parent consent revocation period for private adoption
  • The trial placement period (typically 6 months) before the final judgment
  • The final adoption judgment issued by the Youth Division of the Court of Quebec
  • The new birth certificate issued by the Directeur de l'état civil
