Foster Care Agencies in Singapore: All Five Compared
When prospective foster parents in Singapore realise they do not apply to the government directly, their next question is usually: which agency do I choose, and does it matter? The answer is yes — it matters more than most people think. Your assigned Fostering Agency (FCA) manages your assessment, conducts your home visits, matches you with children, and supports you throughout every placement. The relationship can span years.
Here is what distinguishes each of the five MSF-appointed agencies.
Why There Are Five Agencies
MSF moved to an agency-based model in 2015, when Boys' Town and MCYC Community Services Society (now Epworth Community Services) were appointed as the first two dedicated fostering agencies. The rationale was decentralisation: rather than running everything centrally, MSF wanted specialised organisations with community roots to handle the relational, culturally sensitive work of fostering.
A third agency was added in subsequent years, and by the time PPIS Oasis was appointed as the fifth, the network was explicitly designed to serve Singapore's multiracial, multi-religious population — with dedicated agencies for the Malay-Muslim community alongside broadly Christian and community-based organisations.
Boys' Town
Boys' Town is a Catholic charity established in 1948. Its history is in residential care for disadvantaged youths, and that background shapes its fostering work in important ways. Boys' Town is widely regarded as the strongest choice for families interested in fostering teenagers, particularly those with a history of behavioural challenges or trauma. Its social workers are trained in trauma-informed care models, and its Foster Care Workers have deep experience navigating the complex dynamics of adolescent placements.
Boys' Town also runs kinship care support — helping relatives who step in to care for a child navigate the formalisation of that arrangement through the MSF system.
Epworth Foster Care
Epworth Community Services (formerly MCYC Community Services Society) is affiliated with the Methodist Church. Its fostering arm is research-based and takes a holistic child development approach, with strong programmes in literacy support and behavioural intervention. Epworth was one of the original two pilot agencies from 2015, which means it has the longest institutional track record in the agency-based model.
Families who want consistent, methodical case management with a strong evidence base tend to find Epworth a good fit.

Gracehaven
Gracehaven operates under The Salvation Army's community welfare arm. Its strengths lie in support group facilitation — peer networks where foster families connect with one another — and in emergency and respite care. If a foster family faces an unexpected crisis or needs short-term relief, Gracehaven has particular experience coordinating that kind of rapid-response placement.
Projek Sinar Ihsan (Muhammadiyah Association)
Projek Sinar Ihsan is the fostering programme run by the Muhammadiyah Association, one of Singapore's major Malay-Muslim welfare organisations. Its focus is on Islamic-guided fostering and outreach to the Malay-Muslim community.
This matters for a specific reason. The majority of children in the Singapore foster care system are Malay-Muslim, given the community's demographic representation among families in crisis. MSF's matching policy strongly prioritises same-race and same-religion placements for these children. Projek Sinar Ihsan's social workers have deep knowledge of the theological and practical considerations that Muslim foster families navigate — including the MUIS fatwa on awrah concessions and the conditions around establishing mahram status.
PPIS Oasis (Singapore Muslim Women's Association)
PPIS Oasis, run by the Singapore Muslim Women's Association (PPIS), complements Projek Sinar Ihsan in serving the Malay-Muslim community. Its focus is on therapeutic foster care and specialised counselling, particularly for children who have experienced significant trauma. PPIS Oasis social workers are trained in Islamic-sensitive therapeutic approaches, making it the appropriate agency for Muslim families who have been matched with a child with high psychological or emotional needs.
How to Choose
For most families, the cultural and religious alignment question comes first. If you are Muslim and prefer to work within an Islamic framework, either Projek Sinar Ihsan or PPIS Oasis is the natural starting point — Projek Sinar Ihsan for general fostering, PPIS Oasis if you are specifically interested in therapeutic care.
For non-Muslim families, the distinguishing factors are specialisation and support style. Boys' Town is the strongest choice if you want to foster teenagers or children with trauma histories. Epworth suits families who value a structured, evidence-based approach. Gracehaven offers strong peer community networks and is well-suited for families who want respite or emergency fostering alongside longer-term placements.
One practical note: you can express a preference in your SG Cares application. MSF will generally try to accommodate it, though routing decisions are ultimately made centrally.
