Louisiana Foster Care Requirements: What DCFS Expects From Foster Parents

Louisiana's foster care system needs families. That's not a recruitment slogan — it's the consistent finding in the state's own DCFS reporting. Louisiana's child welfare infrastructure has historically struggled with placement capacity, and the families who do become certified foster parents carry significant weight in a system designed around finding permanency for children who can't safely return home.

If you're considering becoming a foster parent in Louisiana, understanding what DCFS actually requires — in specific, concrete terms — is more useful than the general overviews on state websites. Here's what the requirements look like in practice.

Louisiana Foster Care by the Numbers

Louisiana's 2025–2029 Five-Year Child and Family Services Plan documents the ongoing challenge: the state is working to increase the number of certified foster homes while simultaneously managing a system where many children in care are with relatives rather than licensed foster families. As of recent DCFS reporting, thousands of Louisiana children are in out-of-home placements at any given time, with foster-to-adopt accounting for a significant portion of finalizations.

The need for certified foster homes is greatest in rural parishes where placement options are limited, and for older children, sibling groups, and children with medical or behavioral needs. These are also the children most likely to be available for adoption once parental rights are terminated.

Who Can Become a Foster Parent in Louisiana

Louisiana's eligibility requirements are broad by design. The state does not exclude based on:

  • Marital status (single adults may apply)
  • Sexual orientation or gender identity (DCFS and LGBTQ-friendly agency pathways are fully open)
  • Income level above the minimum threshold
  • Homeownership vs. renting

Age. Foster parents must be adults. There is no fixed upper age limit, though the home study evaluates whether the prospective foster parent's age and health allow them to meet a child's needs.

Residency. Applicants must be Louisiana residents. There is no minimum residency period before applying, but you must have established domicile in the state.

Financial stability. Louisiana does not require a specific income floor for foster parents. The standard is that the family can meet the child's needs without relying solely on the foster care board payment to do so. DCFS verifies income through tax returns or pay stubs and reviews household expenses to assess financial stability.

Health. All household members must provide medical statements from a physician confirming they are free from communicable diseases — including TB testing — and mentally stable. Foster parents with health conditions are not automatically disqualified, but conditions that would impair their ability to care for a child are evaluated.

References. At least five personal references are required, with a minimum of three from non-relatives.

Home Requirements Under Louisiana Administrative Code Title 67

The physical home requirements are specific and inspected during the home study visit.

Bedroom space:

  • Minimum 75 square feet for the first child in a bedroom
  • Minimum 55 square feet for each additional child in the same bedroom
  • Children over age six may not share a bedroom with a child of the opposite sex
  • No child may share a bedroom with an adult

Sleeping arrangements: Children must have age-appropriate sleeping arrangements — a crib for infants, an appropriate bed for older children. Shared beds with adults are prohibited.

Safety equipment:

  • Working smoke detectors in every bedroom and kitchen
  • Carbon monoxide detector required
  • Fire extinguisher (rated 2-A:10-B:C) required
  • Fire escape plan that all household members know

Weapon storage: All firearms must be stored in a locked area inaccessible to children. Ammunition must be stored in a separate locked location. These are not recommendations — they are DCFS certification requirements.

Child capacity: Louisiana limits foster homes to five children under 18 at one time, including the family's biological children. There are exceptions for sibling groups, but the general limit controls in most placements.

Background Checks

Every adult in the household must complete:

  • Criminal background checks through the Louisiana State Police and FBI
  • Child abuse and neglect registry checks through DCFS
  • Sex offender registry check

Certain criminal histories are disqualifying, including convictions for abuse, neglect, or crimes against children. Other criminal history is evaluated on a case-by-case basis based on the nature of the offense, how much time has passed, and what evidence of rehabilitation exists.

Training Requirements

Louisiana requires prospective foster parents to complete pre-certification training before children are placed. The training covers:

  • Child development and the effects of trauma on children
  • The foster care system and the CINC (Child in Need of Care) court process
  • Working with birth families and supporting family reunification
  • Behavioral management strategies
  • Preparation for adoption for dual-certified foster-to-adopt families

Training is typically provided by DCFS or by licensed private agencies working with prospective foster parents. The specific number of hours varies by program, but DCFS's pre-service training curriculum is standardized across the state.

The Home Study Process

The home study is the formal evaluation that brings all of the above elements together. In Louisiana, only DCFS or a licensed child-placing agency can conduct a valid home study for foster certification.

The home study includes:

  • At least three separate interviews with household members, including one interview conducted in the home
  • A physical inspection of the home against the DCFS standards above
  • Review of all required documents (birth certificates, marriage or divorce records, financial documentation, physician health statements, references)
  • Background check results

Once completed and approved, the certification is valid for one year. If no placement occurs within that year, the family must obtain an updated certification, which involves a new home visit and refreshed background checks at a cost of $300 to $500 for privately conducted updates.

How the Process Works After Certification

After certification, families enter the DCFS matching system. DCFS contacts families when a child becomes available whose needs match the family's approved profile — which includes the age range and any special needs the family is approved to care for.

Foster parents in Louisiana have the right to be "noticed and heard" at all CINC court hearings related to the child in their care. They are not formal legal parties, but they can address the court regarding the child's progress and well-being. This participation matters most when the case approaches the permanency phase — when the question shifts from reunification to adoption.

If you're pursuing foster care with the goal of adoption, Louisiana's dual certification model means that your foster certification is your adoption certification. Once a child in your care becomes legally free for adoption, you are already approved as the adoptive placement — no second application required.
