Foster Care in Essex, Camden, Hudson, and Middlesex County NJ
Essex, Camden, Hudson, and Middlesex counties represent some of New Jersey's most densely populated urban and suburban environments — and some of the highest needs for foster and resource family placements in the state. Essex County

This creates an unusually wide socioeconomic spread within a single county, with corresponding diversity in why people apply.
CP&P Structure: Essex operates the state's largest Area Office, with Local Offices covering Newark (Center City, North, Northeast, South, Southeast, West), East Orange, and Orange. The Essex area office is one of the highest-volume in the state, which means RFSW caseloads can be heavy and PRIDE cohort availability is tight. Register for training early.
Private RFAs operating in Essex: Children's Aid and Family Services serves Essex County (alongside Union and Hudson). Multiple faith-affiliated agencies including Catholic Charities (Diocese of Newark) are also present.
Lead paint considerations: Essex has some of the oldest housing stock in New Jersey. Pre-1978 homes dominate the urban core. Under P.L. 2021, c. 182, renters in older buildings must obtain a Lead-Safe certificate as part of the licensing process. This is not a barrier to licensure — but it requires proactive planning. Private RFAs in Camden: Oaks Integrated Care serves Atlantic, Burlington, and Camden counties, with particular expertise in therapeutic and specialized placements.
Key considerations for Camden applicants:
- Camden city's housing stock has significant lead paint exposure and some of the housing issues common to urban cores — smaller square footage, older construction. Review bedroom requirements and lead compliance early.
- Camden County applicants licensing through Oaks Integrated Care have access to therapeutic program support if they are interested in placements involving children with behavioral health or mental health needs.
- Spanish-language resources are available through CP&P for the county's large Hispanic and Latino community.
Hudson County
Hudson County sits directly across from Manhattan and includes Jersey City, Bayonne, Hoboken, Union City, and Secaucus. It is one of the most densely populated counties in the country and one of the most diverse.
CP&P Structure: The Bergen/Hudson Area Office is headquartered in Secaucus, with Hudson Local Offices covering Central, North, South, and West Hudson.
Key considerations for Hudson applicants:
- Housing density in Hudson County means bedroom square footage requirements are a real concern. Studio and one-bedroom apartments do not qualify. Two-bedroom minimum is a practical starting point, though the specific square footage requirements depend on the number and ages of children you are approved for.
- Many Hudson County applicants are commuters with demanding work schedules. PRIDE training availability in the evening hybrid format is worth asking about specifically at the Hudson local office or local RFAs.
- Hudson County has one of the highest concentrations of Spanish-speaking and immigrant communities in New Jersey. CP&P provides interpreters and multilingual resources, and Bethany Christian Services has experience with placements involving unaccompanied minor cases.

Middlesex County
Middlesex County is a large suburban county anchored by New Brunswick and Edison, with a significant South Asian population — particularly in Edison, Piscataway, and Woodbridge — that represents a growing demographic of high-information foster care applicants.
CP&P Structure: The Middlesex/Union Area Office is headquartered in Edison/Rahway, with Middlesex Local Offices covering Central, Coastal, and West Middlesex.
Private RFAs in Middlesex: The Children's Home Society of New Jersey serves Mercer, Monmouth, Middlesex, and Ocean counties.
Key considerations for Middlesex applicants:
- Middlesex has some of the highest household income levels in the state, concentrated in suburban townships. The research identifies this demographic as "premium DIY" researchers — high-information seekers who want to understand the system thoroughly before committing. The DYFS-era skepticism is less acute here than in urban Essex or Camden.
- The South Asian community in Middlesex often navigates the intersection of cultural expectations and the state's financial disclosure and medical requirements. The home study's personal history narrative can feel particularly invasive for applicants from communities with high privacy norms. Understanding what this component is for — building context, not judgment — helps.
- PRIDE cohorts in Edison area tend to have reasonable availability given the county's size, but this varies by season.
Common Threads Across All Four Counties
Regardless of county:
- Register for PRIDE training before background checks clear. The cohort is the bottleneck in all four of these high-volume counties.
- Address lead paint early in Essex, Camden, and Hudson where pre-1978 housing is dominant.
