How to Become a Foster Parent in New Jersey: Step-by-Step

Most people who look into fostering in New Jersey expect a straightforward government process. New Jersey's Foster Care System Is Called "Resource Family"

New Jersey does not use the term "foster care" internally. The state's Division of Child Protection and Permanency (CP&P), which sits inside the Department of Children and Families (DCF), licenses caregivers as resource family parents. The term is intentional — it unifies foster care, kinship care, and adoption into one credential.

You apply to become a resource family parent, not simply a "foster parent." The license you receive is issued under the Resource Family Parent Licensing Act (N.J.S.A. 30:4C-27.3) and governed by the Manual of Requirements at N.J.A.C. 3A:51.

You can apply directly through a CP&P Local Office, or through a private Resource Family Agency (RFA) contracted by the state — organizations like Bethany Christian Services, Catholic Charities, or Children's Aid and Family Services. The path you choose affects your timeline and support level, but the licensing standards are identical.

Eligibility Requirements

Before starting the application, confirm you meet the basic requirements under N.J.A.C. 3A:51-5.1:

  • Age: At least 18 years old. No maximum age, provided you are in sufficient physical and mental health to care for a child.
  • Residency: You must live in New Jersey. Non-citizens must provide documentation of legal residency.
  • Household composition: Single, married, or in a civil union or domestic partnership. CP&P cannot disqualify applicants based on gender, sexual orientation, religion, race, or ethnicity.
  • Financial independence: You must have sufficient income to support your household independent of the board stipend. The board payment is for the child's needs — food, clothing, shelter — not a household income supplement.
  • Housing: Each child placed in your home must have their own bed and a bedroom with natural light, ventilation, and adequate square footage. Children of different genders may not share a bedroom after age five.

Step 1: Submit an Inquiry via Binti

The process starts at nj.gov/njfosteradopt. You complete a short pre-application questionnaire through the state's Binti portal. Based on your location, CP&P assigns you a Resource Family Recruiter who conducts an initial phone screening and connects you with the Local Office serving your county.

Step 2: Attend Orientation

After your inquiry, you attend an orientation meeting at your local CP&P office or virtually. Orientations run one to two hours and give you a realistic overview of the kinds of children who need placement in your area, the support services available, and what the licensing timeline looks like. This is also your opportunity to ask whether a private RFA might be a better fit for your household.

Step 3: Submit the Formal Application

Your assigned Resource Family Support Worker (RFSW) — the CP&P staff member who will guide you through the rest of the process — provides the formal application packet. Key documents include:

  • Resource Family Home Application
  • CARI consent forms (Child Abuse Record Information check)
  • Consent for Release of Information
  • If you have lived outside New Jersey in the last five years: NJSP Out-of-State Verification Form

Step 4: Complete Background Checks

Every adult in the household must clear four checks:

  1. CHRI (Criminal History Record Information): Electronic fingerprinting through IdentoGO using a specific DCF service code. Fee is approximately $44.
  2. CARI (Child Abuse Record Information): DCF Central Registry check covering any substantiated abuse or neglect findings, including a five-year lookback for other states.
  3. Sex Offender Registry: NJ Megan's Law registry check.
  4. Domestic Violence Registry: Required for all applicants.

Results typically return within two weeks. Certain offenses are absolute bars to licensure under N.J.S.A. 30:4C-26.8 — these include crimes against children, murder, aggravated assault (2nd or 3rd degree), kidnapping, and sexual assault. Other offenses trigger disqualification if the applicant was released from confinement within the prior five years.

Step 5: Complete PRIDE Pre-Service Training

New Jersey requires 27 hours of PRIDE training (Parent Resources for Information, Development, and Education). This is nine three-hour sessions covering trauma-informed care, attachment theory, loss and grief, birth family relationships, and permanency planning.

Training is free. Sessions are available through CP&P Local Offices and private RFAs, typically monthly. Hybrid options — some online modules plus in-person group meetings — exist in many counties. If you miss a session, you must make it up in a future cohort before your license can be issued.

In dense counties like Essex and Camden, training cohorts fill quickly. Register as soon as your RFSW is assigned, not after background checks clear.

Step 6: Complete the Home Study

Your RFSW conducts the home study — a structured evaluation of your family's environment, history, and readiness. This includes:

  • Individual interviews with each adult applicant
  • Joint interviews for couples
  • Interviews with every child and adult living in the home
  • Medical examinations for all household members (within the past 12 months)
  • Three personal references, an employment reference, and a school reference for children currently in the home
  • An autobiographical narrative
  • A home inspection (covered separately below)

The home study is not a pass/fail test. It is a mutual assessment. Your RFSW is evaluating readiness and fit — they are also helping you understand whether and how to address any issues before they become licensing delays.

Step 7: Pass the Life-Safety Home Inspection

CP&P's Office of Licensing (OOL) conducts a separate physical inspection of your home. This is where many applicants encounter delays. The inspection is not a general cleanliness check — it verifies specific structural and safety requirements under N.J.A.C. 3A:51:

  • Smoke detectors on every floor
  • Carbon monoxide detectors adjacent to each bedroom area (required if the home has fuel-burning appliances or an attached garage)
  • Each child's bedroom must meet minimum square footage requirements (typically 70-80 sq ft for the first child, 50 sq ft per additional child)
  • Firearms stored in a locked steel gun vault; ammunition stored separately
  • Pools and water features fenced per local code
  • No smoking allowed in the home or in transport vehicles

Homes built before 1978 may face additional scrutiny related to lead-based paint compliance under P.L. 2021, c. 182.

How Long Does Licensing Take?

The full process — from initial inquiry to receiving your license — typically takes three to six months. The most common delay points are:

  • Background check processing (two to four weeks)
  • PRIDE training scheduling (cohort availability varies by county)
  • Home inspection scheduling and any required remediation
  • Home study completion and RFSW caseload

After your license is issued, it is valid for three years before renewal, which includes updated background checks, medical exams, and a home inspection.
